В рамках форума «Цифровые решения» состоялась сессия «ИИ для решения государственных задач: приоритеты, эффекты и критерии успеха». На сессии прошел финал Акселератора ИИ-решений для госсектора от ПАО «Ростелеком». Методологической основой для Акселератора послужило совместное исследование НИУ ВШЭ и ПАО «Ростелеком». Рабочая группа проекта – исследователи и студенты НИУ ВШЭ – провела серию интервью в регионах и анализ опубликованных ИИ-решений. Это позволило выявить приоритетные сценарии использования ИИ в государственном управлении, а также определить ключевые требования к их внедрению. Результаты исследования были использованы в разработке образовательной программы для участников Акселератора, а также стали основой методологии оценки проектов. В рамках секции Юрий Кабанов представил основные результаты исследования. На данный момент ключевые приоритеты внедрения ИИ связаны с оптимизацией внутренних административных процессов, контрольно-надзорной и мониторинговой деятельности, а также улучшением пользовательского опыта граждан и бизнеса. От разработчиков ИИ-решений органы власти ждут реалистичных и измеримых социально-экономических эффектов. Кроме того, при разработке также стоит учитывать специфику работы органов власти, разграничение полномочий между различными ведомствами, необходимость учета этических принципов и интересов целевых групп – включая граждан. Юрий Кабанов также вошел в состав жюри по оценке финалистов Акселератора. По итогам сессии эксперты отметили высокий уровень готовности представленных проектов и их релевантность задачам государственного управления. Research Fellow Yuri Kabanov from MLCT presented the results of a study on the implementation of AI in the public sector and also took part in evaluating the finalists of the accelerator
The “AI for Solving Public Sector Challenges: Priorities, Effects, and Success Criteria” session was held as part of the “Digital Solutions” forum. The session featured the final of the accelerator for AI solutions for the public sector from PJSC Rostelecom.
The methodological foundation of the accelerator was a joint study by the Higher School of Economics and PJSC Rostelecom. The project’s working group – researchers and students at the Higher School of Economics – conducted a series of interviews in the regions and analysed published AI solutions. This made it possible to identify priority scenarios for using AI in public administration, as well as to determine the key requirements for their implementation. The research results were used to develop an educational programme for the accelerator participants and also formed the basis for the project evaluation methodology.
During the session, Yuri Kabanov presented the main results of the research. At present, the key priorities for AI implementation are related to optimizing internal administrative processes, oversight and monitoring activities, as well as improving the user experience for citizens and businesses. Government bodies expect AI solution developers to deliver realistic and measurable socioeconomic effects. In addition, during development, it is also important to take into account the specifics of how government bodies operate, the delineation of powers between different departments, and the need to consider ethical principles and the interests of target groups, including citizens.
Yuri Kabanov also joined the jury evaluating the accelerator’s finalists. Following the session, the experts noted the high level of readiness of the presented projects and their alignment with the objectives of public administration.
