ILDT Seminar: "Brazil's Digital Landscape and its Intersection with Russia"

On April 24, 2026, a seminar of the International Laboratory of Digital Transformation in Public Administration was held on the topic "Brazil's Digital Landscape and its Intersection with Russia"

At the seminar Head of the laboratory Evgeny Styrin introduced the staff of the foreign postdoc of the International Laboratory of Digital Transformation in Public Administration (since September 2026), Raquel Rashid. R. Rashid is a lawyer and researcher at the Laboratory of Public Policy and the Internet; holds a PhD in social change and political participation (University of Havana); holds a master's degree in political and Economic Law (Peking University).

 At the seminar, Raquel Rashid made a presentation on the topic: "Brazil's digital landscape and its intersection with Russia." She presented an overview of Brazil's modern digital landscape, its institutional architecture, and its regulatory framework. The speaker shared her vision of digital governance in Brazil, noting the technological dependence at various stages on the United States and the United Kingdom. She paid special attention to the history of the formation of the world's largest electronic public health system, Sistema Único de Saúde, abbreviated SUS (Unified Health System). The system is used by 100% of Brazilian citizens, 220 million people. Despite the state status of the platform, technological dependence makes available the personal data of citizens of a foreign company from the United States that performs data monetization, contrary to the legal prohibition of this practice in Brazil.

 The laboratory team members Leading Research Fellow Anna Sanina, Leading Research Fellow Evgeny Diskin, Leading Research Fellow Aisylu Atayeva, Senior Research Fellow Maria Yudina, Research Assistants Agnessa Beach and Sofia Mazina welcomed the new member of the team. Anna Sanina noted both the presentation skills of the speaker and the relevance of the issues raised by her in the context of the orientation of the scientific team of the laboratory on human-centricity in the analysis of the digital transformation of public administration. Evgeny Diskin, as an expert in matters of law, cooperation between countries within the framework of BRICS+ and digital sovereignty, noted the prospects for further research cooperation.
