The Emotional Determinant as a Component of Data-Driven Digital Public Administration: Evgeny Styrin's paper on SPEC-202

On 26 March 2026, Head of the International Laboratory of Digital Transformation in Public Administration Evgeny Styrin participated in the 11th St. Petersburg International Congress (SPEC-2026), where he delivered a presentation at the seminar entitled “A New Paradigm for the Development of Public Administration in the Context of the Transformation of the World Order.” His paper was titled “The Emotional Determinant as a Component of Data-Driven Digital Public Administration”

The presentation examined both the theoretical and practical dimensions of data-driven public administration and traced the evolution of governance concepts in this field. Particular attention was devoted to the emotional dimension of citizens’ perceptions of digital public services, with comparative reference to the experience of six countries. 
During the discussion, the chair of the section, I.I. Smotritskaya, suggested that the paper addressed a genuinely paradigmatic transformation in the system of digital public administration and its multidimensional impact on citizens.
