The First International Conference "Historiographical and Perspective Tasks of Modern Information Law"
The first international conference "Historiographical and Perspective Tasks of Modern Information Law" was dedicated to topical issues of the transformation of historical science and archival studies in the context of universal digitalization. Senior Researcher of the International Laboratory of Digital Transformation in Public Administration Evgeny Diskin took part in the conference. He made a presentation on the topic: "The impact of digital platforms on the transformation of approaches to the preservation of historical sources."
Evgeny Diskin devoted his presentation to the analysis of fundamental changes in the methodology of history, due to the fact that the dominant sources of information about the events of the 21st century are information that was originally created by digital means (in digital form), and not digitized from material media. Historians of the future will have to deal with unprecedented amounts of data, including audio-visual content and user reactions (likes, reposts), which become indicators of public sentiment and political processes. New forms of public communication implemented by bloggers and influencers have a significant impact on the formation of historical material, often competing with traditional institutions.
The existing archival legislation requires modernization, as it is focused on tangible media and does not take into account the specifics of dynamic data on digital platforms. Digital platforms are becoming an instrument of "hybrid wars", where algorithms and moderation distort historical memory and promote destructive narratives (up to the "digital abolition" of culture). The speaker proposed to create a legal framework for the mandatory archival preservation of digital communications (social networks, blogs) of senior government officials, considering these data as historically significant documents.
The key thesis of Diskin's speech was the need to introduce an innovative methodology of historiographical research using artificial intelligence technologies to analyze big data, which will ensure the preservation of an objective historical picture of modernity.
