Scientific seminar about The Digital Sovereignty Measurement by the International Laboratory for Digital Transformation in Public Administration

Leading Research Fellow of the International Laboratory for Digital Transformation in Public Administration, PhD in law Eugene Diskin, Senior Research Fellow, PhD in Social Sciences Maria Yudina, Research Fellow and Senior lecturer of the HSE SPb Yuri Kabanov with the student Arina Panfilova presented to colleagues and the laboratory team their development for the measurement of digital sovereignty in combination with the approaches of different countries to control the Internet. The laboratory team discussed various "pitfalls" that arise when comparing countries and currently existing similar indexes, as well as the advantages and disadvantages of the project.
Special emphasis was placed on the diversity of approaches to measuring and typology of digital sovereignty. The researchers discussed how the index developed by the team of authors can be used as a tool for comparative analysis of countries and what opportunities it opens up for further research. The laboratory Head Evgeny Styrin, PhD, noted the need to ensure the practical significance of the development: he recommended taking into account indicators that are understandable to practicing public managers, not just scientists. Leading Research Fellow, PhD in Social Sciences, Anna Sanina noted the possible difficulties in passing the double-blind review of the article, urging the authors to be careful when selecting the conceptual and terminological apparatus. Leading Research Fellow, PhD in economics Aisylu Atayeva discussed with the authors the issues of calculating the index, possible alternatives. Research Assistant Ivan Makarov shared his expertise regarding the index method and noted the original aspects of the literature that can be positioned as a scientific novelty. Thus, the International Laboratory for Digital Transformation in Public Administration webinar became a platform for a productive working dialogue between researchers, which provided an opportunity to improve the project and confirm its relevance.
